At least one country of the world is trying something different. Now we might get a clue as to the ramifications for surgery availability.

Transsexualism No Longer Viewed as Mental Illness in France

France has removed transsexualism from an official list of mental
illnesses, according to an order issued by the French Ministry of
Health reported Friday by French news media. The order issued
Wednesday removed "gender identity disorders" from an article of the social security code related to "long-term psychiatric diseases."

According to media reports, France is the first country in the world
to do so.

That's great for France. But as far as I know they don't have any SRS surgeons so we may not really have the answer we want.

I think France has national healthcare... Does this mean they no longer cover any aspect of transsexualism (Therapy, Hormones, SRS, etc)?

I can't quote it right now, but I think I recall that their professional medical association (like the AMA) consider TS and intersex as a medical problem with a medical solution, not mental. As a medical problem, then corrective surgery should be available on demand if anyone is doing them. Some people have said that this is a political move on the part of France to "eliminate the problem" but I am too unaware of their politics to know.

The Securite Sociale is expected to continue its present policy of treating transexual medical needs free on the say-so of a doctor. All surgery would have to be done in France by those surgeons who are prepared to carry out the surgery. (I do not have much knowledge of the surgeons, but I have heard of their reputation, which I understand is very low.) The change will avoid the need to get a certificate that one is not crazy from a skeptical psychiatrist.

My first reaction when the measure was announced some months ago was that it will have little effect with the general public, who after thirty years still has a problem with homosexuals.
